FERC Orders Six Grid Operators To Address Data-Center And Large-Load Connections

The proceedings put reliability, generation adequacy, transmission costs, and consumer safeguards at the center of how major new electrical loads connect to the grid.

What Did FERC Do?

On June 18, 2026, the Federal Energy Regulatory Commission issued six tailored show-cause orders under section 206 of the Federal Power Act. The orders cover PJM, MISO, SPP, CAISO, ISO New England, and NYISO—the six regional transmission organizations and independent system operators under FERC jurisdiction.

Each operator and its transmission owners must either explain why existing tariffs remain just and reasonable or propose changes that address how very large new electrical loads connect to the transmission system.

Why Are Data Centers Part Of The Discussion?

Data centers can require unusually large, concentrated amounts of electricity. FERC's orders also cover manufacturing facilities and other major users, but the rapid expansion of computational loads is a central reason regulators and grid planners are reviewing older connection rules.

NERC's 2026 Summer Reliability Assessment says strong growth from data centers and other large loads continues to push electricity-demand forecasts higher. At the same time, new solar, battery, natural-gas, and other resources have increased available capacity. Both facts matter: demand is growing, and the grid is also adding resources.

What Must The Grid Operators Address?

FERC identified five categories for the operators to address:

  • More efficient transmission-service application and study processes
  • Protection against improper cost shifting and clearer transmission-cost information
  • Rules for co-location and behind-the-meter generation
  • New transmission services for large loads that can operate flexibly
  • Study processes for nearby generation serving large or co-located loads

FERC also required detailed reports explaining how each operator plans to ensure that enough generation will be available for existing and new large loads.

Does This Mean Homeowners Will Pay For Data Centers?

The orders do not decide a particular household's retail rate. FERC says its proceedings are intended to guard against cost shifting among transmission customers, while state regulators remain responsible for retail-rate protections.

That distinction is important. The proceedings create a formal place to examine who pays for transmission upgrades, but local bill impacts will depend on later tariff decisions, state proceedings, utility proposals, and the facts of individual projects.

Is This An Outage Warning?

No. A show-cause order is a regulatory action, not an emergency alert or a prediction that service will be interrupted. FERC is requiring grid operators to demonstrate that their rules can integrate large loads in a reliable, transparent, and fair way.

The action is still meaningful for households because it confirms that large-load growth has become a national grid-planning issue. Homeowners should separate that long-term development from local, near-term instructions issued by utilities and emergency agencies.

What Should Households Do Now?

Avoid panic purchases. Use the development as a reason to improve a practical plan based on your own essential loads and local utility information.

  • Follow your utility and state regulator for local large-load and rate proceedings
  • Keep emergency alerts enabled through your local utility
  • Identify the appliances and devices that truly need backup power
  • Verify running watts, startup demand, and required runtime
  • Test existing backup equipment and maintain more than one recharge path
  • Treat portable backup as household resilience—not a substitute for grid-scale planning

A properly sized solar generator may support selected essentials for a limited period. Actual performance depends on inverter output, usable battery capacity, equipment demand, recharge rate, solar conditions, and operating practices.
