A communication plan has three different jobs: receive official instructions, contact family or caregivers, and reach emergency services. Do not assume that one phone, one app, home Wi-Fi, or one provider will perform all three jobs throughout an outage.

Map Every Device in the Home Connection

Follow the service cable from the wall or provider box to the device used by the household. Powering only the Wi-Fi router may do nothing when an optical terminal, modem, gateway, fixed-wireless receiver, Ethernet switch, mesh node, or cordless-phone base is also required.

Understand What Backup Power Cannot Promise

A powered modem and router can keep the household side ready, but the provider’s neighborhood equipment, backhaul, central office, cable plant, tower, or other upstream system can still be damaged, unpowered, congested, or intentionally shut down. Build Several Ways to Receive Official Alerts

Wireless Emergency Alerts can reach compatible mobile devices in a targeted area without a separate subscription. Local governments may also offer opt-in text, phone, email, siren, or accessibility-focused systems. The Emergency Alert System and NOAA Weather Radio provide additional broadcast paths.

  • Confirm emergency and public-safety alerts are enabled on every compatible phone
  • Enroll in city, county, utility, school, and community alerts that apply to the household
  • Download needed maps, contacts, instructions, and account details for offline access
  • Program a battery-operated or battery-backed NOAA Weather Radio when reception exists

Give Radio Its Own Independent Power

NOAA Weather Radio broadcasts official weather warnings, watches, forecasts, and other hazard information through a dedicated receiver. Choose a receiver that works in the household’s location, can operate from replaceable batteries or verified backup power, and supports the alerting and accessibility features the household needs.

The FCC warns that broadband-enabled telephone service will not work during an electric outage without a battery or another backup source. A provider battery may support voice service only, not internet, security, medical monitoring, or other equipment. Cordless handsets also depend on their powered base.

Multiply the measured average power of the complete chain by the hours it must operate between dependable recharges. Add the energy needed to recharge phones, hotspots, radios, and other communication devices, then compare the total with documented usable output energy.

These numbers do not describe a particular household or provider. In this example, a nominal 700 Wh battery is not a guaranteed 24-hour solution because usable output, conversion, transfer behavior, temperature, battery condition, and reserve still matter.

Use Networks Wisely During the Emergency

The FCC recommends limiting non-emergency calls, keeping calls brief, and trying text messaging when networks are congested. If one service does not work, try another available method rather than repeatedly adding load to the same network.

How large a battery do I need for a modem and router?

Measure the complete communication chain, multiply its average watts by the hours needed between dependable recharges, add phone and radio charging energy, then compare that load with documented usable output energy and leave reserve.

Will my home phone work when the power is out?

It depends on the service and equipment. Broadband-enabled or internet-based voice generally needs backup power at the customer premises, and a cordless handset also needs its powered base. Confirm the exact provider equipment, battery, handset, and 911 limitations.

Are Wireless Emergency Alerts enough by themselves?
